MY 99 EXPRESS when Im at highway speeds feels like it is surging,the engine doesnt sound like its loosing rpms,just the turbo surges high then low:confused:

Boost guage? It's possible the wg solenoid could be sticky.

Does your Van have an EGR? In the service history from my truck's original owner he had to take it to the dealer several times for surging that they tracked down to a bad EGR valve.

Wastegate solenoid is sticking, cheap to replace new.

Mine did that on the 00, there was a very tiny crack in the vac line right where it connects to the vacuum canister, i had checked the lines numerous times and could never see it. It was cracked right where the little ridge on the plastic tubing joins with the rubber that slips over the pipe on the canister. I didn't find it until i changed over to a manual actuator i built. It would only do it at hiway speeds with a little more boost. Hope this helps!

THATS EXACTLY WHAT MINE IS DOING.I bought my van used and bought one of those crappy extended warranty Im gonna check if its covered.HOW tough is it to change on a van?

Cant speak for a van but on a truck it takes about 1 minuit. its located on drv side of the intake manifold, about 1/2 way down. it has one 10mm bolt holding it to a bracket, and one elect plug and two vaccum lines to dissconnect. mine was letting no vacuum to the waste Gate at idle.

On a van, you can get it from the hood or the doghouse.
Going through the hood is a P.I.T.A. and I reccommend just pulling the dog house.
