I'm rebuilding my turbo right now. I new some oil was getting in the intake and the boost was peeking out at about 5 so it was time for new guts. I pulled the turbo out and in the proccess, I found what must have been 3 or 4 tablespoons of oil in the turbo, the air cleaner and the intake tubing. The turbo doesn't have excessive play in the shaft but it does not spin as freely as the new one.

Here's what gets me, how did oil get in the air cleaner box. Best I can figure is that my turbo was not leaking or at least was not the only thing leaking. I'm thinking the breather tube that plumbs into the air cleaner box is bring lots of oil with it. Which I think means that I'm getting blow by either around my rings or my valves.

What do you guys think?

Sounds like the CDR is junk, it is probably not closing off and sucking oil out at higher RPMs.
You can try cleaning it out at first, if that doesn't help, you will have to replace it.

That plus my clogged air filter might explain the oil in the turbo. I just finished the rebuild and I'm still only getting about 6 pounds of boost wide open. I guess the true test will be next time I tow something. Is there a way to test the CDR?

There is a test in the 6.5 FAQs.

Boost is directly proportional to fuel and heat. Low boost can result from exhaust leaks, boost leaks or weak flow from injection pump. If you have a C injection pump, I would change the fuel valve in the pump to one from a J pump and turn the fuel up more. The fuel valve is a round valve about 1/4 inch in diameter, the J valve flows considerably more fuel.
