When replacing the prom with the GL4 upgrade does the timming have to be reset on a 95 S engine?

No, your timing should be fine. No adjustments are necessary. Enjoy the new PROM.

Timing set to OEM spec will work just fine. Its just that -1.94 TDCO is recommended for more power output.

Isn't the gl4 prom basically a fuel management prom?

Only repeating what i've read. The GM service manual says that any time the ecm or prom is replaced that a tdco learn should be done.The chip has something to do with timeing so I would say that it should have the tdco done.
