yes, your lift pump is not working, down along the driverside framerail.

do they just start going out slowly or do they just go out at once, I have to keep adding fuel to the filter area when it starts chugging then it takes about 4 oz then its fine for about 30-40 miles....

You have lift pump problems if no fuel comes out the water drain valve on the thermostata housing when the engine is RUNNING. On a 94, your LP doesn't run during the wait to start period like the later models do.
Need to pin down either Lift pump or OPS. You can jump out the lift pump relay. Do a search and find out how.
If you have to refill the fuel filter bowl, then sounds like you have a leak somewhere, maybe in the fuel filter bowl itself. Can be rebuilt pretty cheap from what I hear.

A working lift pump is VERY important. The Injector Pump can pull from the tank but under high fuel demands it can't get enough. Some times you can feel an engine skip under these conditions. The Injector Pump is cooled by fuel flow to. The lift pump feeds the Injector Pump all the cool fuel it needs. A non working pump can shorten the life of the Injector Pump.

why dont you just start it up and reach under the the drivers side frame rail and put your hand on the pump. You should feel the pump vibrating if its working!
If its not working you should check all the wires going to the pump before you scrap it! Mine quit working after i took it to a mechanic and i went under and found a wire cut. I just spliced it and it worked perfectly.

Also check into the OPS jumping too. The OPS controls the fuel pump and if it is not working properly, the lift pump will not work. I had to change both on my truck and was upset with myself because I had let it go for 4-6 months and now realize that my IP's life has been shortened that much. Both are easy to change and a whole lot less than the IP.

If no power is coming to the lift pump while the engine is running, then OPS is suspect.
