I have two questions, first my truck (2005 lly) seems to not have the power it should, should I be able to light my 31' tires from a roll? Its all stock except for the EGR blockoff and 4 inch turbo back straight pipe and as mentioned the wheels and tires. secondly when it revs to about 3000 it chatters like if the rockers seem to make a little noise right before it shifts, is this normal? Any advice is appreciated.

If you're 100% stock tune, I'd say roasting a set of 31" tires might be quite a challenge. As for the noise above 3k rpm, it's the pilot injection turning off. Use the search feature and search for "pilot injection" - there's a ton of info out here about it... and it's perfectly normal.

If your referring to shifting not really wanting to shift at WOT then when was the fuel filter changed. If not done or unknown change it and see if that helps. I say hard to start roasting tires without holding brake and building some boost first. through on a tuner and say 100plus HP then you be able too. But not nice on stock transmission at WOT in upper gears.
