What's the best route for lowering the rear end 2" - 3"? Are there lowering shackles available for the dually? I know there's a 2" lowering option with the sulastic shackles, but those are currently a little out of the price range!

Bell Tech 6403 will get you about 2 1/2 to 3.00 inches of drop.

With these drop shackles do you still have the same load carrying capability?

Yes and no. The lowering does not reduce the load cap. But, lowering will remove the overload leaves. Typically, 95+% of the time, air bags are put in their place. I personally would put bags on even a STOCK dually, as they are much softer than the overloads, level the truck, AND retain the same load capacity.
Even dropped 9" in the rear, I can still haul just as much as stock.

I just installed the Belltech 3" drop shackles. Love them, levels it out nicely, not too little, not too much!

How hard is it to install these drop shackles on a dually? I have a 2009 GMC. Sorry, not trying to hijack your tread.

Some jack-stands, a floor jack and some wrenches. Probably the hardest part is unbolting the hitch assembly to allow the bolts to come out!
