I've got a Claas 280 round baler giving me problems. It's about 4 or 5 year old I think. My dad bought it, but he passed away about 2 years ago.

Baler seems to not be building pressure on the roller that rides the top of the bale as it grows. This causes the bale to be very loose. Also, if you run from one windrow to another, the baler thinks the bale is still growing and will wrap the string around a small bale.

Any thoughts?

I'm confused on this part^... If it thought it was still growing it wouldn't put the string on it... However if it thought it was a full bale, then it would start winding the twine. Is it consistent? I know sometimes between windrows if it's a little rough, it'll bounce enough to trip the string.

No, the bale size indicator keeps moving once the bale grows to about 1/2 size if there's hay going in or not. Once the baler thinks it's the right size, whether it is or not, it starts wrapping the string.
