Just noticed over the weekend that when trying to pull out of a parking spot where alot of little rice burners boxed me in...that I could barely turn the steering wheel when the truck was not moving...but once started to roll, became much easier.
Seems like I should be able to turn the wheel at least with a little force applied.

I'm afraid that's normal. 2 things that make it worse are (1) oversized tires like you have, and (2) using the brakes at the same time.
I have stock size tires (265's) and trying to turn too when barely moving, especially with the brakes on, is often met with a sudden stop of turning the steering wheel. I don't know of anything that can be done except to gently try again, let up on the brakes if you can, be moving slightly (it's better for the tires anyway).

Could be a couple of things, tire size as mentioned, power steering pump worne out, power steering fluid needs changing, or your hydro-booster could be on its way out.
