Lets try a different approach...
I have fuel pulsing at the injectors. That proves the PMD is driving the pump. True/False?

True, IP will do nothing without a signal from PMD. You can test what the PMD is sending the IP. It has to be more than 1VAC on the red wire going to the IP fuel solenoid.

Did you try moving timing 180*?

According to the chart you sent me (thank you) I have the proper pulsing voltage (I assume resembles a square wave) on pin E of the PMD connector.
(approx. 5V)
I did not try it 180 out because I can see the pin is in the elongated hole on the gear, not the round hole 180 opposite. Some instructions I read on another web site said it belongs there. Can you confirm that?

Yes, I believe that is where it belongs, however the crank turns twice for each cam turn, so if there was any turning going on to attempt to time it while previous IP was out it could be 180 out. If IP was just swapped then all should be fine.

Yes, but I'm not sure I did it right. The readings I got were within +/- 10 % of each other. Aren't you supposed to turn it over until it stops building compression?
94C, there is only one elongated hole no matter what its position. Know what I mean?

Can you confirm that?If the timing chain was replaced as well,it could have been timed wrong.Altough I think one would have valve interference with the pistons in that case.

I think we can rule out the timing. By some miracle, I managed to coax it to start yesterday when it was good and warm out. Mind you, it did not run great, but I know its possible now. I am going to pull the turbo out and change the other 4 injectors. I had at least one cylinder that was dropping out and coming back.

It also died on me as if someone turned off the switch. I will have to monitor the fuel pressure next time to see if the OPS might be intermittent.
