How the hell do these come out? I tried going at it from the bottom but can only get to one of the bolts on the passenger light. Do I have to take the whole bumper off?

Maybe I should be more specific. Mine broke right at the top where the bolts go through the bumper to hold the fog light in place. I tried getting to those bolts, but can't seem to do it. Am I missing something?
