im trying to decide whether to get the PPE Hot2 and water methnol injection, or to go with a turbo upgrade. either way i will be doing the transmission upgrade 5 by PPE unless someones knows of something better than the PPE kit.

I would go with the Hot+2 and Water meth or Efi live and water meth. The water meth will keep egt's under control, and yield performance and cleaner benefits.

There are plenty of LLY's running around with Water and PPE Hot +2 ET's on a stock turbo. It's a combo that has put guy's into the 12's with the items listed above, a lift pump and a built trans.

Turbos will always have a higher up front cost than drugs. But you never have to refill a turbo and it is ALWAYS there.

I agree. I'm assuming the OP was looking for a cheaper option over the turbo. You will want a programmer regardless of which way you go.
