when i was tapping the hole in exhaust manifold for an egt fitting, the tap broke off in the manifold. any ideas on how to remove it or will i have to pull the manifold? if i have to remove manifold, can gasket be reused? and also what are the torque specs for it.

I know on the tool truck there was a tool for removing broken taps, not sure where you would find it.

Get a tap extractor from any machinist supply place. I used to have a kit, but I sold it when I switched jobs.

Here is a typical set... http://www1.mscdirect.com/CGI/NNSRIT?PARTPG=NNLMK3&PMPXNO=1737844
The fingers extend into the flutes allowing you to back the tap out. The only other thing you could do would be to get some carbide drill bits. They are about the only thing that will drill the hardened tool steel of a tap. Good luck. If you are unable to locate any, I could mail some to you.
