Is there any way a switch can be added to keep the torque converter locked up in fifth gear so that when I put the throttle to the floor going up a hill pulling that it won't downshift.

Why don't you want it to downshift when your wooding it for more power request? Lugging heavy will raise EGT's no?
Add a small tow tune

I have a gross weight truck and trailer of 30,000#. I'm running a edge programmer, and downshifting is ok on steep hills but when my rpm drops back to about 2000 and I start to push down on throttle it will downshift, these hills aren't big so I'd rather stay in 5th. I gutted out the cat so my egt's have been pretty manageable. Pulled the Rig back from Phoenix AZ to Fargo ND. Went down with same Dodge cummins and same trailers, grossed at 28,000#. Cummins had much better low end pulling hills with a bully dog at 90hp tune, but had 6speed manual.
