ok, so i have my hub pulled off and there is an inner seal that seems to be "loose" its tight on the shaft, but there is some ring that is dangling. i'm not sure what to do. see the pictures below. do i need to R&R the inner seal as well?

The rear axle seal is explained as a two-piece seal. Sometimes during removal, the inner part of seal can stick to axle tube and seperate from the seal. This must be removed from axle tube and dicarded before reassembly with new seal.
I believe that is the situation you have.
