forgive my stupidty, however these are new terms for me, I am going to install the 4" MBRP cool duals can I get these 2 things from the same place I bought my chip and exhaust?
How do I install them?

best place is to do a search on finger stick and then a search on EGR blocker plate. at the beginning of each thread is how to order.
Fingers does not sell the blocker plates.
Kroutman makes the plates.
