Q2 Is the Spartan Programmer and Scout tuner for PC included as a package?

I'm looking to stack soon with my Hot OJ. :ro) I like the idea of hooking up with my notebook computer and keeping all the data. And modify my vehicles settings (to save fuel):D as the Scout claims. Lots of opinions on good stacks w/ Hot Juice...
