Got my chrome H2's put on a few days ago, got them for a steel at 200$, I picked up a set of pretty much new bfg rugged trails off a new ferd for another 200$. I'll have to say it's the best 400$ I've ever spent an a vehicle.
You can see in the fenderwell pictures there really isn't much room to the inner liner. In fact I would say their would be less than 1/4" of clearance at full lock under about 3" of compression. I personally like to have my tires clear under all conditions as the truck may see some pipeline right-of-ways in the future. I've got the front end cranked a bit, I've got roughly 1" to the droop stop and it rides great. I have more room left in the stock keys and I've added the shock extensions.

Frame to ground: 12.5 to 13"
Front fender: 40.25" to 40.75"
Rear fender: 41" to 41.5"
