A "clicking" developed on the front lower passenger side of the engine, pretty sure it's the vacuum pump. Searching here turns up not much in the way of bad things happening. Today I'm coming up a long fairly steep hill that's on the way home, when the truck seems to slow down and feels likes there's a fuel restriction. I can't see any smoke, and there's no sputtering/jumping/running rough. Would a bad vacuum pump cause these symptoms?

Vacuum Pump works Turbo:
The ecm manages the vacuum to control the turbo boost. You may be dead-on Andy. Check it out before you go any further cause a clicking could be a pulley.

check to see if you have vacume at the turbo waste gate actuater. With engine running try to pull rod. If it pulls easy you might not have any vacume. Disconnect the hose to it and watch if rod pulls back. I would also check pulley on the crankshaft[common failure] I would think the belt tensioner would bounce back and forth when idleing if thre is a pulley problem. If you run it much with the pulley or balancer loose or shifted it WILL break the crankshaft and block.BIG OUCH

If your vaccum pump went bad wouldn't your brakes loose a LOT of power too?

I Guess You Know About The Harmonic Balancer. Make Sure That Gets Replaced If You Have Not Yet Done It. It Is The Cause Of Snapped Cranks On These Trucks.

My vacuum pump makes an intermittent clattering noise....seems more prominent when the weather is hot. It's not making vacuum like it should, a little, but not enough to fully suck the actuator in at idle. As soon as there are some rpm's the "suck" increases, but is still low. It's been like this for about 6 months now. No real problems, but I think my turbo isn't producing as much boost as it should.
I'm going to fix it when I get enough $$$, but so far I seem ok.

The problem is definitely fuel related. On the way into work there are a couple of good hills, and I punched it once or twice and it was fine, no hesitation, no loss of power, nothing out of the ordinary. The difference between last night and now, is the fuel supply. When I was testing this morning, I was running on veggie oil, and last night it was in diesel mode. I replaced both supply and return valves that switch between diesel and veggie, and had to make due with the existing rubber hoses. One of them probably has a kink in it, which I wasn't able to see when I did the swap at 10PM this past Monday night.

I'll check the wastegate at some point today, I don't have much in the way of tools here, nor do I want to get that dirty, but I'll poke around a little. The serpentine belt tension is fine, and the noise is on the lower left when looking under the hood, so I don't think it's the crank pulley/balancer.

Nope. Hydroboost gets it's oompf from the power steering pump...Not that the brakes on this thing have ever been great for whatever reason.
