My van has shown the P-0403 code once in a while and cleared itself . Now at 55,000 miles the CEL stays on , you can here a lower growl engine noise , smokes a little under WOT . I'm assuming the EGR motor is toast . I called the dealer and was told it isn't covered by any warranties , nor is G.M. willing to give goodwill on any emissions items . I was quoted $500.00 for the repair . How hard is it to change and where is it located . I can't see diddley in the front and haven't pulled the doghouse to see it , a little to busy to mess with it . I am considering doing a blocker plate and EFI Live , and turn off the EGR . Thoughts ? How hard is it to change The EGR ?

I know the blocker plate is very easy with the dog house off. Block it and shut it off with EFI

The blocker plate is Easy on that van. On the passenger side up pipe find where the egr cooler connects to the up pipe loosen the 2 bolts put the plate in but remember to keep the gasket towards the up pipe or just spend the 5 bucks and get a new one so you have one on each side of plate. I do know Huckstorf Diesel has one instock which would be a 1.5 hr ride to Franklin Wisconsin but could also turn off the EGR for you with EFI. my egr went bad at around 12k miles. mechanic showed it to me. he said the piston was stuck.
i'd say block yours'.
