does anyone know to check the filter housing for bleeding down without having the vaccum gauge to see if it leaks pressure?

If you have an air compressor, pressurize the tank with the engine off and see if any fuel comes out. Put the hose in the neck and seal it with a rag as best you can. 5-7 lbs max.
