For the factory, its where they prime the fuel system. For techs, its where we measure how much vacuum the fuel pump is pulling and do the pressure bleed down test.

Is it normal for fuel to be there? As you can see, it is kind of filled with fuel after I pull the black cap. Just curious.

Not uncommon to find fuel there at all.

What if I dont have a black cap? Is that a problem?

With it being damp in there, its going to collect dirt. Might be a good idea to get one for it. Otherwise if its ever needed, its going to push dirt into there and end up in the gauge and all.
