Of course not! Had no idea about new emissions test for 2006. My 'burb is registered in Vermont. The ONLY emissions test they do in VT is plug into the onboard computer and check for error codes..... Never occured to me there could be a test in the future.....I'm not convinced there will be a test in VT. All new cars sold in Vt are Carb certified. Maybe old vehicles will be exempt??

No you got it wrong; off road exhaust mods are legal, so its an on or off road system.

Yes officer I just got back from off road riding, lost my cat I always carry for when I get back on the road on the trail, and I'm on my way to the store now to get my new one on order.

I don't know if this loophole will close, I know they are looking at reducing ATV emissions so just need to wait & see.
