on my 1982 k30 block
my question is the starter ear repairable it broke right through the outer bolt hole on the block

I assume you are talking about breaking off the back right corner of the block where the starter bolt is screwed in and the outer flywheel cover bolts. I would guess a skilled welder could reweld it, but it would intail completely removing the engine and pan. Also, the back surface that mates to the bell housing must be perfectly flat so that the transmission is not cocked. If not flat, it could rebreak the weld or stress your input shaft and TC/flexplate. You will have to weigh this against getting another engine which might be cheaper, depending on your engine condition.

This has surfaced several times. Usually the result of someone installing a starter without the front nose brace support. The normal flex of the starter requires the front end to be braced to the block or the corner of the block can break off, especially if the starter bolts loosen over time.
I've seen good welders repair this but it does take analysis of the broken piece to decide if feasible. Some say yes, others say no, still others say the block must be stripped and pre-heated before welding. It takes an expert to determine the best repair. Finding this kind of skill and experience can be a problem.
