A better wastegate actuater will provide more boost but wont that cause a lean running condition in the engine or does it know how to compensate?

Diesels aren't like gas motors...you can't run them lean or rich. If you were to get a boost actuator, you would see the greatest benefit if you were running more fuel.(Box, or Programmer) If you were to buy one, you should consult Got Juice? about setting it so you don't nuke the spinny thing.:thumbsdow

On Edit: The computer will not compensate for more boost with more fuel. You need to buy a programmer to do this. Sorry if I wasn't clear at first.

There is no "lean" with a diesel. Since there is no throttle, at idle you have perhaps a 200:1 f/a ratio, and at full tilt with a big tune 8:1. Both work, and everything in between.

As long as you have some unburned fuel, you will get more power by adding air. If you have any black smoke at all, you want more boost.

boost is boost gated or not if you add a in line presser regulator to top side of wastegate "t" in sensing connection and bench set regulator to pressure or "boost" level desired it will allways work other wise known as varible boost controler add gate with 10# spring + 25# presher regulated "boost" you will get 35# at sea level 3-4 # less at 5500 feet or so a fool proof awsome way to tune your whatever boost app

I dont want to get a box because of money for tranny upgrades issues
sio my real question is is that will a wastegate actuator like the one from banks give a little bit more hp

I think they are trying to tell you in their own subtle way, No.

Without modifying the stock computer tune the existing wastegate on an LB7, changing will do nothing but lighten your wallet.

If I recall the VVT on the LLY's don't use a wastegate since they have adjustable pre-rotation vanes that restrict inlet air.
