If you bump up the timing thats what gets you the better mileage.

What is more safe and easier on the motor?I would think as far as engine safety they are probably about the same HP for HP. I've had both and I personally like programers better than tuners. I do like the shift on the fly function of tuners but I like the driveability and seamless power delivery of the programers, plus if you want to get massive HP a programer of EFI is the best way to get it.
