I took my fuel filter base off to replace the leaky seal and it looks a little different from the picture in haynes. It doesnt have a water drain valve and it has a third hose connector on the bottom of the base.

What is the third hose for?

3rd hose is the drain . There should be a hose connected at the base that runs under the intake and up to the front of the engine . Looks like a little tee fitting and should be bolted to the coolant crossover pipe . Hose comes in the bottom , open the valve and fuel/water comes out the side . Some of the drains just go down the front of the engine .

The late model filters and the G-vans had a slightly different filter, which is what you have. Instead of having a drain valve on the bottom they just had a hose fitting with no valve. The hose goes to the front of the engine and the valve is mounted on the end of the hose.
