I see 2 rods that looked like adjusting rods but they just tighten or loosen.

DON'T TIGHT! you're gonna break the brackets.
Look at inside the hole between these 2 rods, you will see deep inside the top of screws, usually torx ones.
The one on the fender side will allow you to adjust horizontally, the other is for adjusting up or down.
