When towing tandem trailers and the 2nd trailer has surge brakes, do you disable them?

Never had that experience but why would you consider disableing the surge brakes? They can only be an aid when stopping.
One thing to remember with surge brakes, the do not work while the rig is going around a curve as the trailer tounge is extended at that point thus defeating the surge brake system. I do have that experence and it was not fun.
