I just bought a truck that has a after market radio in it. I am going to put a factory radio back in it. I think when I do. It will be lock out. Is the dealership the only place I can get it unlocked.

Yup. Get a quote up front. Different dealers charge different for the same 15 minute service.

My dealer quoted $60 to re-program the stock radio that I pulled out of my LBZ and wanted to install in my 06 GMC Canyon.

Dealer will most likely be your only option unless you can find a generous member in your area with a Tech II and access to TIS2000.

Be warned however, the dealer will most likely charge you an hour labor to do the job :(
