on a different forum a few people seem to think there trucks have more power with there cruse controle turned off now think theas guy are idiots anyway but is there anyway there could there be any truth to this??

I don't see how. The ECM doesn't have different fuel and spark maps for CC ON vs. CC OFF.

I know that since the CC can't anticipate a hill it keeps the speed steady until it starts going up the hill then it mashes the go pedal to keep the speed up (depending on how steep of course) so you feel the 'kick in the pants' but you can do that yourself.
