Do you know if he primed it correctly after he change the filter? Make sure he pumped it until it was hard, opened the bleed screw and pumped it until no air bubbles come out. Also, have him check the gaskets and make sure they sealed up correclty, and that the WIF sensor is tight.

I checked the temp in Tulsa, was not that cold, so I doubt it is gelled fuel.

On edit: maybe I miss read that. Did he get it restarted and it still won't run over 2000 RPM? sounds like he limped it.

Is the CEL on? Could it be in limp mode? Have him cycle the ignition a few times and see if it will drive normally again.

it has a pump so priming isnt an issue he limped it to an advanced auto and scanned it po 238 and another that said massive fuel leak i think the fuel pressure regulator is toast. theres no programming in it right now just stock. it will come out of limp mode but goes right back when he accelerates. my buddy is on his way to pick up the truck and bring it home thanks for helping guys i appreciate it
