It's wired up to your fuse block.
Look under the hood at the fuse box near the drivers side fender.
In the upper left corner (looking at it from the drivers fender) there is a Red plastic fuse plug. that probally says B+ on it.
Pull the plug out and put a 30amp fuse in it's place and then you should have power to your trailer plug.

My truck had a blank fuse from the factory. Makes no sense to me, it’s along the same lines as no under hood light...

I think the reason that GM leaves it blank from the factory is that it will corode worse with power to it. Perhaps they figure if they don't put power to it the plug will last longer.

The power wire is right beside the ground wire in the plug. If any moisture gets in there you will see lots of corrosion between the ground terminal and the power terminal.

Ya what Max said

And if your not planning on needing it for the winter or a while until the next tow I would pull the fuse out again just to be safe.

See if you have a MaxiFuse installed at STUD 1, in Fuse Block-Underhood.
The sticker on fuse block cover, and the 2002 Helms manual say a 40A fuse, however many campers may recommend a 30A fuse from your supply.
Warning : This circuit is Hot At All Times. If you leave trailer plugged in with vehicle off, it will continue to draw from tow vehicle, and discharge batteries.
