when i pulled off my i c pipe the is remnance of oil. should that be or is there a problem

Its normal the pcv is routed into the turbo, so all that nasty oil is going into your tubo and intercooler then into your motor.... there is a post on how to reroute in the DIY section, I did mine for about $10 and a trip to lowes

That addresses a different issue.

The PCV re-route that kracker references above will take care of the oil in the intercooler problem.

This is how i re-routed my PCV. I used 3/4 to 1/2" 90* copper fitting and 6' of 3/4" I.D. Heater hose.
