Can i shift in and out of t/h under any conditions or speed?

Yepp, anytime you want too. Any speed, and conditions...
Just remember, on the REAL slick roads, when that thing downshifts in T/H mode to help braking it CAN put ya sideways going around a turn with no load.

You're very welcome, it was just a 'fluke' i was on a muddy backroad after it rained going downhill and thought that would help. After I pulled my seat cushion out of my shorts i went ahead and turned it off. LOL

Most people wouldn't bother having tow haul mode on without pulling a trailer (and with a trailer and weight being back there, even on muddy back roads) I don't think you'd have ANY issue with it being in tow haul wet, or dry towing.
I just used it that day because i was going down a pretty steep hill, and it was muddy so i really didnt want to use my brakes and slide sideways. So it got me all the way down hill perfectly, but, i didnt turn it off when it was on flat ground. That's where my problem existed, i was on a nice flat road, trying to make a little time and i let up on the accelarator to 'coast' around the corner and it downshifted on me... If I'd have had it off I'da been fine. If I would have had a couple hundred pounds of tongue weight, I would have been fine. That's why I say it was just a fluke. :D

Yeah it shook me up, one thing I've learned about these long ass trucks(maybe its just the dually) but there's a point of no return.
I was goofing off in the rain one day, coming around the corner. Started off nice and slow, hit the apex of the turn and goosed it... These things get sideways about 1/4 ways and they just KEEP going. LOL
They sure are fun though! :)
