Other than a gm tech 2 scan tool what els can you buy to read return rates on the lb7?

Nothing can read return rates. Tech2, EFI Live Scantool and some other scan tools/programmers can read balance rates. Return rates can only be determined by doing a timed test with fuel return lines hosed to a container for measurement.
