Actually, intake and exhaust will probably be your least expensive option. Can't do a whole lot to it untill you swap those out first. check out kennedydiesel.com for a few DIY mods. there is an airbox mod on there that you could try.

Air box mod and boost valve.
Cheap don't expect a big (noticable) change. Also, you should have a boost gauge before you mess with the boost.

just remember it is an addiction. a little power is just not enough yor least expensive mods would I agree be an exhaust and even just a stage 1 intake Ebay is a good location as well as the market place here for good used stuff (when it is back up and running) there are plenty of vendors on this site that would be more than willing to lead you in the right direction. Good luck I know you will be happy with your purchase.

Put a cheap programmer/chip in it. Airbox is fine, exhaust is fine unless adding big power or pulling heavy w/ extra power (EGT's).
You'll notice a huge difference.
Guages are definately reccomended, I'd say anything over 60hp they're a necessity.
