I had purchased a foglight controller from R&D about a year and a half ago. It causes my foglight to default to "on" when my low beams are on.

The company website no longer exists.

Anybody know who makes these types of gadgets?

I will look into putting together some do it yourself articles to do that. Shouldn't be difficult. I don't have an 03 wiring diagram yet unfortunately.

Easy enough to do it with relays. Or do you want to plug and play type deal?(no help there)
