94 S engine with the EGR crap. I put on a new wastegate solenoid and the vacuum line is ok but Wastegate actuator moves freely at idle. Codes 32,33,78 black smoke etc....Hooked up a vacuum gauge directly to the new wastegate solenoid and the gauge "bounces" between Zero and One. Hooked up the vacuum gauge to the vacuum pump and the gauge "bounces" between Zero and One, as well. Should be 20" at the pump, no? Thinking I need a new pump or is there more to troubleshoot?

No not really, work your way back toward vac pump, runner reducer fitting that mates to the pump & nylon line, check vac there, if still low/erratic there, yes vac pump is on it's way out, if sustained, then either ther rubber nipple/reducer or nylon line is cracked, before going to vac pump tho, check vac at 1st tee fitting, nylon line only, if vac is steady there could be bad baro sensor on firewall-EGR-or EGR ven solenoid also, but check vac line then if still erratic, go stragt to the pump, let us know what you find
