I have a ’94 6.5L that is leaking around the block heater. Could someone tell me how to change it out?

Go buy a new one, Kats is a good brand but they're other good ones out there too. Drain your coolant, If your old one is on the right side you might need to drop the starter togive you move room. They have a bolt in the center, IIRC, loosen that bolt, but do not remove the nut, tap the center bolt back it a bit and then I like to use a long flat tip pry bay or screwdriver to pry it loose from the block. Might be caked or diffcult to get loosen up, but when it come out be careful if here, there will be some coolant still in the block. Looking at the new one you will see how the element is bent and the old one needs to be turned to get it out. Lube the new ones O-ring and clean the block around the freeze plug hole. Slide the new one in and carefully tighten the nut. Might have to tap, not smack, tap it into the hole a little and continue to tighen it up. Refill the coolant with new anti-freeze and star and bleed the system. route the cord out of the way of moving items ie.. pulleys, belts etc...

I guess the big question is when you pull that grommet out what do you have to replace to stop the leak. I've not had to pull one out yet, but I have a gasket set and I'm trying to deciede if one of these o-rings does the trick.

you would replace an O-ring but I have always just replaced the whole thing. By the time an old one starts leaking replacement in cheap insurance for truck starting on the really cold mornings, like -40 below. In fact I always ran 2 block heaters so a back up was installed and ready to go, in fact I kept both plugged in most the time I was using them plus I also used a oil pan heater and a transmission pan heater too.
