My 1995 has been sitting for a couple of months now awaiting me to get its new fuel lines, tank, lift pump and bed on it. Thought today I would get the fuel pump, tank, and lines on before bolting the new bed on next weekend. Everything there went well. Problem is when I turn key on, the WTS light never comes on. But as soon as I start cranking, it cycles on and off, as it normally would, when cold starting it. It was 92 here today, so getting it started was not a problem, just sometimes have to try 2 times to get started. Once running it runs better than ever, probably due to the correct fuel presure, thanks to the new lift pump. I plan on trying to get under it some this week checking grounds up front, I have not checked them since I got the truck last fall. Already did the ones back by tank when put new one on. I was wondering if anyone has had this problem before or had any ideas. I browsed through many pages of search resaults with no luck on a similar case. Thanks for any input.

Check the wiring on the two controller terminals for heat discoloration - also check the terminals for loose - the WTS lamp is tied directly to the driver's-side glow harness

Don't know if your OBD-I system is the same as my OBD-II system, but if the battery power is pulled, first start won't power the glows... glitch in programming or what I don't know... Did they cycle after it was running?

Once it is Running the glows do not cycle that i noticed. I did notice while cranking that the they would come on in short burst like I remebered it doing before. Made me think that maybe something is loose and the cranking was causing it to make connection.

I have not had a chance to look into this to much this week, but yesterday I did check the cables on controller to see if loose or discolored and they looked normal and were tight.
I am wondering if maybe the vibration of the cranking is causing the relay to work. I am going to try and get out and work on it tonight some.

I have been reading many other threads on similar problems. Just read one that someone said it was an ignition switch and ecm not getting power. I went out and checked. The check engine lights didn't come on when I turned key to on. So, emc had no power. Checked fuses real quick and sure enough ECM-B fuse was blown, it is 20 am mini, under hood. So now my question is, what caused the fuse to blow? Anyone heard of this before.

Thanks, I will have to start looking around for wires that are rubbed through.

We used to see a lot of those. Most of the trucks had lift pump problems, fuel wicking up the wires, water in the connector etc. Replacing the pumps seemd to be the cure.

I did just replace the lift pump, wonder if that has something to do with it.
