I have an issue I'm attempting to isolate so one of the steps I took was to remove the blocker plate. It has the tell tale circular soot stain on the exhuast side. What I didn't expect was there to be a coating of oil on the other side. Any ideas?

PCV puts oil into the intake track. It can and will collect in the low spots. (intercooler, EGR cooler,....) Not an issue at all.
