When I shut off engine it has a clicking whitling sound for about 30 seconds ?????? is this normal???????

I didn't hear it on my 02 but I do hear it on my 07. Of course the 07 is much quieter.

I can hear my turbo spool down for about 5-7 seconds after I shut the truck off, but its more of just a moving air sound.

I believe you are hearing the EGR system dumping.

I don't know, but it sounds like every other turbo diesel vehicle I have ever owned, whether they had an EGR system or not, Turbocharger is still spinning when the engine is turned off, can be heard through the exhaust as well.
