If the balance rates on injectors are good, could there still be injector issues?

Are the balance rates the sure fire way to tell if injectors are failing?

guys dwell on balance rates to much,i dont pay to much attention to them unless i have misfire at idle,the only time they read.since the majority of injector failures are excessive return leakdown ,you want to make sure you can command max fuel pressure.besides the tech 2 dont know what other scanner has output control capability
