The turbocharger solenoid is located on the right side of the turbocharger, between the turbo and egr cooler.

P0045 is a turbo solenoid circuit code. Disconnect the solenoid and put a test lamp across the solenoid connector when the engine coolant temp is colder than 65C, then start the engine and let it warm up to 74C. When the engine coolant reaches approximately 74C the ECM will initate a TC Learn and the test lamp will flash ON and OFF. If te test lamps illuminates and flashes ON and OFF, then the ECM, and both circuits are OK. Next measure the resistance of solenoid, it should be between 3-7 ohms. If its out of range replace the solenoid, but regardless if the test lamp is flashing ON and OFF the solenoid is probably open or shorted and will need replacement.
