i just started noticing that the front rotor from the pulleys/belt system ( not sure if thats the name or not ), anyways, ive been noticing that the front right rotor with the belt going over it will stop for a few seconds while the belt remains going, this is at idle parked warming up ?? is this normal ?? it seems kind of weird but maybe its always done that ??

That is the air conditioning clutch. Completely normal.
