Most likely a wastegate solenoid IMO. My crossover pipe completly blew off the passenger side about 1 year ago, I drove the truck for a week before my replacement arrived. Even while driving with clouds of black soot pouring out the back it never once popped a p0236 code! It would only build about .5 PSI of boost floored.

I went through 2 solenoids in 1 year, then finally moved to the mechanical Turbo Master from Heath Diesel.

Welcome to the 'Place Josh..........

Go thru the Diagnostics Checklist for better idea of cause and effect - copy and post the list and your results.

Wastegate is controlled by vacuum, so the cvac pump must be functional -
25" at idle and 2000rpm - WG is 15" at idle

P0236 is usually over-Boost

When I cracked my crossover I got a code 78 (equal to an OBD II 236)....it was a big enough crack that I lost all of my boost.....how bad is your exhaust leak?
