would this work as a pullin hitch! just tryin to find some ideas.

It would "work", but there is no vertical adjustability. If your receiver hitch is higher than 26" (or whatever maximum height your sanctioning body states), you could not use it, but most likely your receiver hitch is lower than 26" and in that case you handicapping yourself...
The other issue and it's hard to tell from the picture, is whether or not the inside diameter of the ring is 3". Some places won't let you pull if their 3" plug will not fit in the center.

There's more than enough strength there, but like leadfoot said, your going to most likely need a 3" id ring that is mounted rigid, horizontally, and as high as your rules allow.
