bad surges at idle, poor mileage, as well as gm says its bad, they checked injectors then checked fprv and found that was the problem

No it's the Fuel Pressure relief valve that is at the end of the driver side fuel rail.

GM doesn't replace the valve they replace the whole fuel rail.

ok now i feel like a complete ***, thank you all for the help and such, but now i have another question, is there a diffrence in the fprv and the fuel pressure regulator? because on the print out that gm gave back to me at the dealer all they said was fuel pressure regulator was causeing the surge. i just assumed that it was the fuel pressure regulator valve. can someone explain, i;m so sorry.

My guess is it is the regulator solenoid, and the cost you were quoted was including labor. How many miles on the truck?

well i live in alberta, so she has 170000 km's on her and also that was jus for the fprv i was quoted 1300 to replace it total with labour. how much is this solieniod?

really need a hand figureing this out, truck jus isn;t running right, wondering if it would be the fprv or the soleiod or what? and where i can get the part fairly cheap. at idle on my attiude it will read at about 670ish, then gives a lil kick (you can fell the truck kick or surge) and sometimes it reads round 710ish and sometimes when it kicks it still stays at 670ish. the exhaust almost seems very rich smelling, like alot of emisiion kinda thing, as well as my truck feels very slugeish. also i dunno if this has anything to do with this but i have limped my tranny twice now, i dunno if its because the truck isn;t running proper or if its because of my chip, i have it in setting 2 80% of the time also when i am driving down the street i see alot of slipage when i;m not locked up, but when i am none, except for sometimes i do see around 2% slipage when i go and give her a lil gas type of thing. i really appreciate the help in advance to this and figureing it out about my fpr deal and if all my problems are caused by this, i reallly wanna get my truck operating back the way she used to be. oh and by the way fuel filter, oil and transmission oil all have jus bein recently changed. thanks again

oh also at around 2000 to 2500 rpm she sounds a bit loud like a cummins or a powerstroke not nice a quite like a duramax, lol alsmot like either not enough fuel (which would make sense) or like a incector is missing or something like that, not quite sure how to explain it.

The slippage you are seeing is normal because the TC has not locked up. When it locks up the slippage should go to zero. As for the sounding like a Furd, that is when your pilot injection shuts off and you will get that sound. Again, normal. As for the fprv thing, sorry can't help on that one.
