Just so I can be sure I'm looking at the right pieces, I have what according to kennedy is a solenoid with two vac lines coming from it. One is orange and appears to go to the vac pump, the other is black and goes to a resevoir located near the turbo. The solenoid is mounted to a pad on the driver side valve cover. Is all this correct, and since these lines are plastic how do I check for vac leaks on a diesel, I know how on gas, but I doubt carb cleaner will go well with diesel. And Quantum, where do I get a vac gauge that will read up to the numbers I need to check. My AC service stuff won't read past 15"

The last time I checked my vacuum I used My "new" boost guage on my dash and just put the vacuum line on the guage line. I had a mity-vac hand vac(available at autoparts) but I guess It's not made to pump solvents, because it broke.
The easiest was to check for vacuum with out a guage, is to pull the lines off one at a time cap the end with a finger and blow on the other end. If you have a leak, you'll hear it.

The 'reservoir' you mentioned is your vacuum pot that contains the diaphram that is connected to the actuator arm to control the wastegate, while your replacing the rest of your stuff, unplug the line and plug the vacuum inlet with your thumb and move the ram back and forth. You should be able to move it, but not bottom it, listen for air leaks indicating a ruptured diaphram that will give you fits too.
