Before I install this thing I need to know a few things, does it install over the factory cover or do I remove that cover first?

It install over the factory. You drill four holes in the cover and they give you four plastic rivets to hold it on. It also has a hole cut in it for the auto shift lever. I don't have an auto, so I think it looks cheezy. I like the location of the gauges so I'm doing a little detailing work on it. But I'm still thinking it through at this time. I can keep you posted.
